for
Network Vault Inspection Services
This Request for Qualifications (RFQ) is to solicit for Network Vault Inspection Services from qualified firms on an On-Call basis for Seattle City Light Network Vault Inspection projects as they arise, reducing the cost, time, and processes necessary to respond to Seattle City Light Network Vault Inspection needs.
The Consultant(s) will perform Vault Structural Survey and provide analysis along with repair recommendations for 60 to 120 underground energized electrical vaults all of which in downtown Seattle with the assistance of Seattle City Light (SCL) electrical crews on standby. The Consultant will enter into confined spaces of an energized underground facility to observe, review structural integrity, provide repair recommendations, and assign priority based on hazard conditions, and provide report of Vault Condition Assessment with pictures and/or video clips.
The budgeted amount for this on-call consultant contract is $200,000 to span over a maximum of one year. City Light may, at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

Seattle City Light is hosting a Pre-submittal Conference via MS Teams on February 14, 2022 , from 2:00 – 3:00 PM (PST). Details are provided in the RFQ.
The City’s proposed schedule is outlined in the RFQ.
The contract awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFP. An Outreach Plan will be required for the top-rated consultant(s).”
