On-Call Project Controls Services
SPU RFP/Contract# 21-295-S

The City of Seattle Public Utilities (SPU) is requesting qualifications/proposals from qualified consultants to provide on-call project controls services for capital improvement projects under the guidance of the Project Delivery and Engineering Branch’s Project Management and Controls Division (PMCD). PMCD supports project delivery by providing cost engineering, planning, scheduling and performance monitoring, value management, and economic evaluation on selected projects. PMCD also sets standards and processes for consistent project and portfolio tracking and control. SPU estimates the performance of over $185M of Capital Improvement (CIP) work in 2022.

SPU will select one or more consultant teams to provide swift and efficient access to consultant support during occurrences of peak workloads and when specific expertise is needed. The total estimated value of all contracts is  $5,000,000. SPU does not guarantee a specific volume of work under the contract(s).

Each contract will be a multi-year on-call contract, a specific deliverable schedule is not known at this time. Work assignments will be developed iteratively over the course of each contract with varying dates for milestones and deliverables depending on the scope. Each Contract will be executed for a period of three (3) years, with the option to extend up to an additional two (2) years.

The deadline for submitting Proposals is 2:00 PM Pacific Time on Thursday, June 30, 2022, electronic only via e-mail to SPU_SolicitationResponses@seattle.gov.
