for
Annual Financial Statement Audit for 2022 – 2026
The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services for the Seattle City Light Annual Financial Statement Audit for 2022-2026.
Seattle City Light is seeking qualified firms to provide the following:
- Perform annual audit of City Light’s financial statements and provide audit opinion.
- Deliver audited financial statements to City Light’s Controller no later than April 30 of the year subsequent to the year for which the report is prepared to comply with bond covenants.
- Present results of the audit to the Economic Development, Technology and City Light Committee of the Seattle City Council, approximately in May annually.
- Ascertain whether City Light has complied with bond covenants and other requirements as prescribed in the various bond resolutions and ordinances of the City of Seattle.
The term of the contract shall extend from the date of execution by the GM of the Department, or designee, through December 31, 2026. Annual audit work will be completed by September 30 of the subsequent year following the audited period. City Light has identified a budget over the course of five years for this project.

Seattle City Light is hosting a Pre-submittal Conference virtually via MS Teams on July 21 from 11:00am -12:00am (PDT). Details are provided in the RFP.
The City’s proposed schedule is outlined in the RFP.
The contract awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFP. An Outreach Plan will be required for the top-rated consultant(s).”
