On-Call CMD Resident Engineers & Inspection Support Services
SPU RFQ No. 22-169-S

The City of Seattle Public Utilities (SPU) is requesting qualifications from qualified Consultant Teams to provide construction management and inspection support services and act as an SPU Resident Engineer on an on-call, as needed basis. Support will be expected on both Capital Improvement Projects and Non-Capital Improvement Projects. The majority of this work will address the unpredictable and sporadic nature of construction work and will also serve as a gap measure when staff are out of the office for long durations.

SPU will select up to five (5) Consultant teams and issue contract(s) based upon qualifications received for the services requested. Work Assignments that define the work being requested will be issued to a selected Consultant who will be expected to meet with SPU’s Contract Manager to negotiate the level of effort, schedule and not-to-exceed fee based on pre-approved Consultant billing rates. Each Contract will be awarded $3 million for the first 3 years and will have the option to extend for another two years with an additional $2 million – up to $5 million for 5 years total.

SPU does not guarantee a specific volume of work under the contract(s). Per SMC 20.50.030, selection of the Consultant(s) is subject to applicable laws and ordinances regarding equal employment opportunity.

Interested consultants are encouraged to review the RFQ, background documents, and any RFQ addenda online at https://seattle.procureware.com/home. You must log in to register for Bid Events and to view Bid Question and Response information.

The deadline for submitting Qualifications is 12:00PM Pacific Time on Wednesday, October 19, 2022, electronic only via e-mail to SPU_SolicitationResponses@seattle.gov.

SPU PRE-SUBMITTAL CONFERENCE:  An optional attendance pre-submittal conference will be held on Wednesday, October 5, 2022 from 1:00PM to 2:00PM Pacific Time, via Microsoft Teams Meeting ID: 215 337 508 015, meeting password: neVPki at URL: https://teams.microsoft.com/l/meetup-join/19%3ameeting_NmJhY2JkOTgtN2M3Ni00ZWQ2LWIxMjYtNDg1ZDVkYmJmMjFj%40thread.v2/0?context=%7b%22Tid%22%3a%2278e61e45-6beb-4009-8f99-359d8b54f41b%22%2c%22Oid%22%3a%22087355ed-e724-47a8-965e-b873906ccd6c%22%7d
