REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES
PROJECT: SDOT 23-002 2ND AVE EXT S & S JACKSON ST WEST BRIDGES REPLACEMENT PLANNING

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications from qualified firms for SDOT 23-002: 2nd Ave Ext S & S Jackson St West Bridges Replacement Planning.

The South Jackson Street corridor serves as one of downtown Seattle’s essential east/west connections, bridging, the neighborhoods of Pioneer Square and Chinatown/International District. South Jackson Street also fronts one of Seattle’s major multi-modal transportation hubs, bringing together buses from King County Metro and private operators, light rail, commuter and passenger train service from Sound Transit and Amtrak, the First Hill Streetcar, and BNSF freight trains. The area is also home to a complex and interconnected—though not always obvious—network of nine bridges. As part of the Levy to Move Seattle, funds have been allocated to study the future of two bridges along the corridor: Bridge 33 W (South Jackson Street between 4th and 5th Avenues) and Bridge 7 (the 2nd Avenue Extension between South Jackson and 4th Ave). As this study progresses in this “Jackson Hub” project area, the project team will need to stay in close coordination with adjacent projects, that are proposing changes in this area, including but not limited to, Sound Transit’s West Seattle to Ballard Link Extension project (currently in EIS phase of planning) and their King Street Station Platform Area Improvements as a part of Sounder South Capacity Expansion Program and any new construction or maintenance related to the Amtrak PNW Maintenance Facility, existing track realignment and potential new track construction at S Holgate St.

The estimated value of the initial contract is $1,000,000 to develop a planning study to identify and compare bridge rehabilitation and replacement options and to assess any associated multi-modal transportation needs, impacts, or opportunities in this corridor. This study will involve structural and traffic engineering disciplines and will also need to have communications support.

Should SDOT executives and/or elected officials recommend further investigation of a preferred alternative this project scope would be amended to provide a Type, Size, & Location Study, which the City could then use to develop a funding strategy for design and construction.

The time of performance is expected to be between April 2023 – April 2024.
