REQUEST FOR QUALIFICATIONS (RFQ) 22-265-S
On-Call Project Planning, OA, Design & Construction Services

Future RFQ Advertisement date: mid-March 2023

Seattle Public Utilities (SPU) will be requesting proposals from qualified Consultant Teams to provide engineering and other project support services. SPU plans to issue up to twelve on-call contracts that will be managed on a rotational basis.

The consultant teams will support all phases of the capital project delivery lifecycle: options analysis phase, design phase, and provide services during the construction and commissioning phase.  The primary types of projects to be delivered by these on-call contracts are as follows:

  1 – Pipe design and pipe rehabilitation projects

  2 – Pump station and force main projects (Category A teams only)

  3 – Outfall design and outfall rehabilitation projects

  4 – Green Stormwater Infrastructure (GSI) projects

There will be two solicitation categories. A prime consultant may only submit one proposal in one of the two categories.  “Category A” contracts are open to all prime consultant firms and may include project types 1 – 4.  “Category B” contracts are only open to prime consultant firms listed as a small business on the City’s Online Business Directory and may include project types 1, 3, or 4. Each Contract will be awarded for five (5) years and have an initial contract amount of $3M.

SPU does not guarantee a specific volume of work under these planned contract(s). Per SMC 20.50.030, selection of the Consultant(s) is subject to applicable laws and ordinances regarding equal employment opportunity.

Consultant selection for this RFQ will be subject to all applicable laws and ordinances. The participation of women- and minority-owned firms is a high priority cultural value of the City of Seattle and is strongly encouraged at all tiers.
