for
Multidisciplinary Engineering Consulting Services

The purpose of issuing this Request for Qualifications (RFQ) is to contract for Multidisciplinary Engineering Consulting Services (engineering, project management and permit related services) to prepare bid and construction ready design documents, details, and specifications for a 26kV distribution circuit connecting E Marginal Way to the South Park Neighborhood and crossing under the Duwamish River.

Seattle City Light (City Light) requests qualifications from firms qualified to provide engineering and permitting services. The crossing will utilize trenchless construction methods to cross under the river and include supporting vaults, duct banks, and risers to connect to existing overhead circuits east and west of the Duwamish River. An evaluation of alternatives, including an ampacity study, will be required to determine if a single crossing is viable or if two separate crossings are required. The estimated contract period for work is from Q1 2023 through 2026. Project objectives are discussed in the Scope of Work.

This contract will be for a multi-year project anticipated to begin in 2023 and continue through 2026. The maximum contract value, inclusive of all the work to be determined (TBD), is estimated at approximately $1,800,000. Up to two contract extensions may be granted for construction phase services, as needed to complete the project. The overall schedule is anticipated to be as follows: Q1 to Q2 2023: RFQ solicitations and contract negotiation; Q2 2023 to Q3 2024: implementation of the RFQ scope; Q4 2024 to Q3 2026 (under contract extension and scope TBD) construction phase and project closeout.

Consultants must complete a free registration prior to viewing, printing, and saving to their own equipment at no cost or ordering full or partial document sets and/or CDs through the Web site. Seattle City Light is hosting a Pre-submittal Conference virtually via MS Teams on February 22, 2023, from 2:30 – 4:00 PM (PST). Details are provided in the RFQ. The City’s proposed schedule is outlined in the RFQ.

The contract awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ. An Outreach Plan will be required for the top-rated consultant(s).
