REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES 

17-021: Magnolia Bridge Replacement Study 

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified Consultants for SDOT 17-021: Magnolia Bridge Replacement Study.  

This contract is estimated to be up to $335,000.

Potential tasks may include:
  • Become familiar with the project, including reviewing previous studies and proposed changes planned in the area.  Additionally, there may be coordination with the Magnolia Bridge Near and Mid- Term project team, a concurrent study looking at a near term emergency evacuation plan and an interim plan in the event the bridge must be closed.
  • Develop a future ‘No-Build’ travel demand model.
  • Develop and analyze long term bridge replacement alternatives using a Magnolia Bridge Synchro model.
  • Complete load ratings for City specified segment(s) of the existing Magnolia Bridge.
  • Support the City to develop a potential funding plan.
  • Develop a preferred alternative report that includes a preferred alternative, cost estimate, load ratings and an SDOT developed funding plan to move the project forward.
  • Represent the City as a technical expert at stakeholder working group meetings.

This information helps submitters prepare a response to best meet City needs. SDOT has identified the following core functions in this scope of work:

  • Project Management
  • Traffic Engineering/Planning
  • Technical Expertise
  • Cost Estimating
  • Stakeholder Facilitation

A core function is any element of a particular scope of work which SDOT is certain will be performed and completed through all phases of this Contract.  Consultants shall focus on the core functions when developing meaningful and realistic integration of WMBE roles in proposed Inclusion Plans.

The Request for SOQ’s packet includes a more detailed Scope of Work, administrative requirements such as subconsulting, insurance, selection process, schedule, etc.
