REQUEST FOR QUALIFICATIONS

The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services.
SCL is seeking qualified firms to provide the following:

Purpose
This Request for Qualifications (RFQ) is for the South Park Marina (SPM) Remedial Investigation (RI) project. The Washington State Department of Ecology (Ecology) has listed the South Park Marina property (Site), as a State Cleanup Site and identified the City of Seattle (City), The Port of Seattle (Port), and South Park Marina Limited Partnership (SPM) as potentially liable persons for investigation of the site. The City, the Port and SPM (collectively “the PLPs”) are under an Agreed Order with Ecology for an RI under the Model Toxics Control Act (MTCA).

The PLPs are partnering to conduct this work on a consensus basis in order to meet their obligations under the Agreed Order (AO). Under this scope of work, the City will contract with a consultant to perform the work; however, overall direction, scope, and decision making will be handled through the PLP technical team which will be comprised of a representative from each of the three PLPs. The consultant will not be allowed to take direction from any individual party unless it represents the consensus position. The City will provide contract management and administration on behalf of the PLPs.

Seattle City Light (SCL), on behalf of the PLPs, requests qualifications from qualified firms to conduct the RI. The objectives of the investigation are discussed in the Scope of Work to the Agreed Order.

Background
South Park Marina is located at 8604 Dallas Ave S in the South Park neighborhood of Seattle. The marina property is approximately four acres on the west bank of the Lower Duwamish Waterway (LDW), just upstream from the 14th Avenue Bridge. Contaminants in the soil and groundwater near the river can find their way into the river through storm runoff and other pathways and may pose a risk to human health and the environment. Because of its proximity to the river, understanding whether the site is contributing contamination to the LDW and if so, how much it is contributing is an important step for source control.
From approximately 1949 to 1960, A & B Barrel, located on a small portion of the property, cleaned and reconditioned used steel barrels. A & B Barrel discharged waste material (contaminated water) to a small pond on the property, then into the LDW. From the 1960s to the present day, the property has been used as a marina. The current owner of the marina, SPM, has owned the marina since 1993. Vehicle parking, boat storage and repair, and other activities associated with an active marina may have contributed to the Site contamination. Contamination may also have come from activities on the adjacent Terminal 117 property, formerly known as the Malarkey Asphalt site.

“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ. An Outreach Plan will be required for the top rated consultant(s).”
