19-071: Seattle Department of Transportation Technology Plan

The City of Seattle, through Seattle Department of Transportation, requests proposals from qualified firms for SDOT 19-071: Seattle Department of Transportation Technology Plan.

The City of Seattle Department of Transportation (SDOT) needs a road map for updating both its in-house business and external-facing operational information technology (IT) that aligns with future developments in the transportation industry. Transportation technology and services are changing at an accelerated pace with the advent of connected vehicles (CVs), mobility as a service (MaaS), autonomous vehicles (AVs), navigation services, intelligent transportation systems (ITS), congestion pricing infrastructure, and other advancements. It is critical that SDOT proactively prepare for these advances in transportation services as they transform how we manage and operate our streets. As part of this effort, we need appropriate infrastructure, data sharing capabilities, and information technology systems and services to conduct our work and to collaborate with other service providers.

SDOT is seeking an experienced and visionary consultant to develop a consolidated Transportation Technology Plan (TTP) to address emerging transportation systems and services technology, intelligent transportation systems technology, and business and operational information technology. The plan will serve as a blueprint for how we prioritize and resource the build-out of our IT systems and how SDOT will work with other City departments, with partner/regional transportation organizations, with private businesses related to transportation (including automotive, intelligent transportation system, freight and mobility service providers), and others. 

The plan will document the current state of transportation technology and business and operational IT systems utilized by and available to SDOT; document the required future state vision for transportation technology/services in 2, 4, and 8+ years; and outline a roadmap of appropriate projects and initiatives. The goal of the TTP is to ensure SDOT has the required reliable, scalable, and performance-based transportation information infrastructure and operating environment to support emerging transportation systems and services, and the required data exchanges between SDOT and other service providers.  The final deliverable is intended primarily for use as a roadmap for planning, governance and strategic visioning purposes.  It is not intended for proprietary software or system selection or detailed requirements/design. 

The anticipated duration for this contract is 6 months (26 weeks) from Notification to Proceed (NTP), with an estimated cost of $375,000.
