SPU Wildfire Risk Assessment
SPU RFP/Contract# 20-060-S

Seattle Public Utilities (SPU) is seeking Proposals from consulting firms to provide a Wildfire Risk Assessment for the Cedar River and South Fork Tolt Municipal Watersheds.

A large wildfire in the Cedar River or South Fork Tolt Municipal Watersheds poses a significant risk to SPU’s primary mission of high-quality drinking water supply as well as to federally listed fish and wildlife species under the Cedar River Habitat Conservation Plan (HCP). These 100,000 acres of watersheds supply water to over 1.5 million customers. SPU utilizes watershed access control, fire detection, and a wildland fire team to prevent, detect, and suppress wildfires in the municipal watersheds. Currently, fuels treatment mitigation efforts are limited to mitigative actions from existing vegetation modification activities.

Climate change is predicted to extend and intensify the fire season, increasing likelihood and intensity, and thereby risk exposure to high-value resources and infrastructure. SPU needs to understand the current wildfire threat in the watersheds, how future changes may alter the wildfire risk, and what mitigative actions are effective. A quantitative assessment of wildfire risk will be used to inform watershed management decision making.

The cost of this project is estimated in the range of $85,000 to $100,000. Contract services are expected to start late 4th quarter 2020 and conclude on March 31, 2022.
