CONSULTANT SERVICES
PROEJCT: SDOT 22-024 Paid Parking Model and Data Collection Project
The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications from qualified firms for SDOT 22-024 Paid Parking Model and Data Collection Project.
The purpose of the contract is to maintain an on-street parking activity model that determines occupancy on every paid parking street for all paid parking hours, that routinely collects on-street parking data in paid parking areas of Seattle, and that includes other tasks that support Seattle Department of Transportation’s (SDOT’s) efforts to develop and set the amounts of on-street parking rates within Seattle on a routine basis. SDOT has had a version of this project and contract since 2010. This work involves extensive data science, innovative data collection, management of very large, varied data sets, ingesting real-time data, and creating dashboards and routine reports for City use.
SDOT is seeking a Consultant to maintain an algorithmic model that ingests large amounts of City parking data and calculates on-street payment compliance and percentages of non-paying vehicles on each blockface. A second task is to routinely survey paid parking areas for occupancy, duration and types of vehicles parked within a scope of 32 paid areas, 11,500 paid spaces and 2,000 blockfaces (as of 2022). Third task is to provide paid parking rate recommendations and regularly research and analyze SDOT parking data sets and provide a dashboard with critical paid parking metrics as determined by SDOT.
This contract is anticipated to run for three years with an initial contract amount of up to $865,000, or an estimated range of $250,000-$300,000 each year. The contract term may be extended, and contract value may be increased in varying dollar amounts, up to an additional $600,000.
