REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES
22-033 – WEST SEATTLE BALLARD LINK EXTENSION (WSBLE) STATION ACCESS
AND PUBLIC REALM PLANNING
The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications from qualified firms for the West Seattle Ballard Link Extension (WSBLE) Station Access and Public Realm Planning.
In 2016, voters approved Sound Transit 3 (ST3), a ballot measure to further expand the regional transit system. Included in ST3 is the West Seattle Ballard Link Extension (WSBLE), which is comprised of 11.8 miles of new light rail with up to 14 stations. The WSBLE segment will travel through existing regional growth centers, urban villages, and manufacturing/industrial areas.
In 2019 the City of Seattle was awarded a Federal Transportation Administration (FTA) grant to support the ST3 WSBLE planning program in four work groups: Station Access and Public Realm, Remnant Parcel Utilization, Equitable Transit Oriented Development (ETOD) and Community Involvement. This RFQ focuses on the Station Access and Public Realm deliverables. The consultant team will be expected to provide the following services: Project management, multimodal transportation planning, urban design and visioning, and station area access.
SDOT’s Transportation Equity Framework (TEF) values, strategies, and tactics will serve as an important road map in addressing inequities and the injustice our BIPOC and vulnerable communities experience in realms of land use, transportation, and displacement.
Several important precursors will inform the station access body of work. The forthcoming Seattle Transportation Plan, and previous modal master plans for pedestrian, bicycle, transit, and freight, delineate priority investment networks. To inform their station access fund expenditures, Sound Transit completed a preliminary review of potential station access projects around each of the WSBLE stations. As part of the WSBLE environmental review, there is ongoing station access planning and coordination between Sound Transit and the City of Seattle.
This contract is estimated to be approximately $510,000. It is anticipated this contract will receive federal funds and is proceeding under this assumption.
