Request for Proposals (RFP) for
                                                                                               

SPU Wastewater Master Plan Support Services
SPU RFP/Contract# 16-110-S

The City of Seattle Public Utilities (SPU) is requesting proposals from qualified teams of consultants to develop a comprehensive and citywide Wastewater Master Plan (WWMP). The goal of the Wastewater Master Plan is to develop an implementation strategy to achieve level of service performance targets within available funding; make high-return investments while considering the triple bottom line of social, environmental, and economic factors; meet SPU’s regulatory mandates; mitigate for climate change; plan for future growth; and, identify synergistic opportunities for future improvements.  The need for a comprehensive, strategic approach to planning Seattle’s wastewater system has never been greater or more difficult.  Aging infrastructure, existing system deficiencies, increasingly strict regulatory needs, climate change impacts, as well intense growth complicate SPU’s ability to decide where best to spend limited resources while maximizing results and addressing service equity.  The focus of the Wastewater Master Plan will be to provide a comprehensive assessment of our system needs and to produce a strategic, six-year capital improvement program.  The study will make recommendations for levels of service, wastewater policies, and financial revenue rates, based on citywide land use and comprehensive plans, new assessments and analyses of our utility systems, hydrologic and hydrological modeling, and best methods for operations and maintenance.

The completed plan will complement SPU’s previous wastewater and combined sewer overflow (CSO) planning efforts by focusing on the wastewater system while not addressing designated CSO outfalls, which are fully covered within the 2015 Long Term Control Plan. While this plan will not examine the regulatory requirement to control CSOs in to receiving water bodies, it is within this plan’s scope to examine and make recommendations for controlling sanitary sewer overflows (SSOs) within combined basins.  The last time a similar plan was completed was the 2006 Wastewater System Plan.  The new Wastewater Master Plan will meet the requirements of WAC 173-240 for general sewer planning.

The Wastewater Master Plan will guide SPU’s capital investment in Seattle’s wastewater system through 2025 (current capital planning allocates over $82 million for future capital wastewater needs through 2025) and will also guide wastewater policy and program development through 2025 and beyond. Expected total costs to complete this Wastewater Master Plan contract are approximately $3 million.  This plan will be developed in 2017 and 2018, and finalized by early 2019.  This consultant team will coordinate with SPU’s separate outreach and public engagement consultant to assure the public is informed and their input is incorporated into the WWMP.

A SPU Pre-Submittal Conference for prospective bidders will be held on Monday, August 8, 2016 in Conference Room SMT 4901 (49th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 2:30 PM to 4:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.
