REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES

Project:  SDOT 16-100 Streetcar Vehicle Engineering Support

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified consulting firms for SDOT 16-100 Streetcar Vehicle Engineering Support.

This contract is estimated to be up to $1.75M with the time of performance expected to be between 2Q 2017 and 2Q 2020.

The Center City Connector Project is a segment of Seattle’s streetcar system that will link the South Lake Union and First Hill Streetcar lines, creating a system that will connect over a dozen Seattle neighborhoods in Seattle’s Center City. The streetcar system is projected to carry more than 20,000 average weekday riders and is scheduled to open for revenue service in 2020.  As part of this project, the City will procure 10 additional streetcars.  These streetcar vehicles will be integrated into the existing fleet and will require onboard energy storage systems. This contract is intended to provide technical support services for the streetcar vehicle procurement.

The consultant shall provide the following services:

  • Assist the City and its Project Managers with contract administration
  • Review and evaluate proposals from the vehicle manufacturer
  • Review and approve vehicle design documents
  • Review and witness proof-of-design tests of major subsystems
  • Inspect vehicle manufacturer and their testing to certify that the vehicle has met all safety standards and procedures and can be put in revenue service
  • Provide engineering support during delivery of the car and acceptance procedures

The Request for SOQ’s packet includes a more detailed Scope of Work, administrative requirements such as subconsulting, insurance, selection process, schedule, etc.

SOQ’s must be received by the Seattle Department of Transportation, Attention: Pamela Garcia, 700 Fifth Avenue, Suite 3800, P. O. Box 34996, Seattle, Washington 98124-4996 by 4:00 p.m., March 21, 2017.

Any questions regarding this Request for SOQ’s may be submitted via eBid eXchange.  Response to questions will be provided via eBid Addendum.

The City of Seattle in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
