Scope of Work:  City of Seattle Department of Planning and Development is seeking a qualified consultant to assist in developing an effective outreach and education campaign for a mandatory unreinforced masonry (URM) seismic retrofit program.  The audience is anticipated to be multicultural, ethnically and socio-economically diverse, and include traditionally underserved populations.  The purpose of the outreach and education is to build awareness of the hazards associated with URMs, create an understanding of the benefits of seismic retrofit, describe the program requirements, and generate public support. Consultant assistance will include research, crafting of messages, participation in a pilot communication campaign and training for City of Seattle staff.
