Technical Writing and Graphic Illustration
to Support Asset Management Program
The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services is below as the following:
Seattle City Light (SCL) Asset Management Program Management Office is seeking to hire a single Consulting company to provide Technical Writing and Graphic Illustrating services to assist SCL in creating Strategic Asset Maintenance Plans and other technical documents for the Department’s asset management program. Some documents may include program planning documents, technical scopes of work, work plans and future Request for Proposals (RFP)s, workflow diagrams and program graphics. This work may also, support development of other program data as needed.
The primary focus of this contract for the Consultant shall be the writing, editing, illustrating, compiling, and publishing of maintenance data and material to develop strategic asset maintenance plans for utility distribution, substation and generation equipment. Also, the development of other asset management planning documents, request for proposals, writing of technical scopes of work, work plans and other program planning documents.
The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through December 31, 2014. City Light has identified a budget of $240,000 for this project.
SCL, may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFQ.
The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
