The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide assistance to support the evaluation of the two Pay-for-Performance pilot efforts at Seattle City Light with an independent review of the tools, calculations, and process to produce defensible energy savings and recommendations for program development.
SCL is seeking qualified firms to provide the following:
1) Perform an independent and unbiased review of the energy savings claimed by the three project teams under the Pay-for-Performance pilot project.
2) Perform a review of the three EMIS software packages used by the three project teams under the Pay-for-Performance pilot project.
3) Review the development of the “code-reference” baseline and the energy savings calculations for the Bullitt Center pay-for-performance project for a period of three years.
The term of the contract shall extend from the date of execution by the Superintendent of Seattle City Light, or designee, through June 30, 2017 City Light has identified a budget for this project but estimates the contract to be $140,000.00.
SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.
