Request for Proposals (RFP) for

SPU Wastewater Master Plan Public Engagement Support Services
SPU RFP/Contract# 16-148-S

Seattle Public Utilities (SPU) is seeking communications, outreach and public engagement support services for the Wastewater Master Plan (WWMP) development process. The WWMP will guide SPU’s capital investment in Seattle’s wastewater system through 2025 and wastewater policy and program development through 2025 and beyond.

The consultant should have the proven experience and capacity to engage diverse populations in the City of Seattle, including limited English-speaking (Chinese (Traditional), Vietnamese and Spanish) and traditionally underrepresented communities, in discussions about the wastewater system. The expected duration of the contract will be from January 2017 through December 2019. The estimated value of the contract is $400,000.

Under the direction of SPU Communications, the consultant will work closely with the SPU project team and the technical consultant team selected to support WWMP development. The technical team will be tasked with developing an implementation strategy to achieve level of service performance targets within available funding; make high-return investments while considering the triple bottom line of social, environmental, and economic factors; meet SPU’s regulatory mandates; mitigate for climate change; plan for future growth; and identify synergistic opportunities for future improvements. The public could be involved to verify system problems, or provide input on proposed projects, policies, and programs.

The deadline for submitting Proposals is 2:00 PM, Tuesday, October 18, 2016, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

A SPU Pre-Submittal Conference for prospective bidders will be held on Tuesday, September 27, 2016 in Conference Room SMT 4901 (49th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 10:30 AM to 12:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.
