Scope of Work: Through City of Seattle Budget Ordinance 125207, the Seattle Department of Construction & Inspections (SDCI) secured authorization to conduct a study to review proposed financial set asides and staffing requirements for permit review and inspection staff in changing market conditions with variable value and volume of permit intake. The study will provide recommendations for a staffing structure and possible alternative funding source(s) responsive to this variability. The study will also review SDCI proposed reserves for Tenant Improvements, Process Improvement & Technology currency fund and unfunded mandates. The study will be permit fee funded. This study is expected to result in additional and/or modified fee legislation for the 2019 Proposed Budget. The study should be completed by December 1, 2017.
