REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES
Project: SDOT 18-004, MARKETING AND COMMUNICATION SERVICES FOR TRANSIT AND MOBILITY DIVISION ON-CALL
The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified marketing and communications firms for SDOT 18-004, Marketing and Communication Services For Transit and Mobility Division On-Call.
This contract is estimated to be up to $500,000 per year for a period of three years, for a total not to exceed amount of approximately $1,500,000.
The selected firm will need to be available to meet at our Seattle office as needed; times needed may vary in frequency.
The scope of work is as follows:
Work with SDOT team to develop an annual Transit and Mobility Marketing / PR plan and month-by-month implementation schedule
Work closely with SDOT Office of Communications to integrate marketing strategies with SDOT messaging and communications strategy
Develop compelling Transit and Mobility ‘story’ and overall messaging that resonates with target audiences
Create template for display/materials/key messages for City-run public meetings for communicating Transit and Mobility ‘story’
Develop tailored, program-specific one-pagers and marketing collateral for public distribution
Build on existing campaigns, brands and marketing themes and incorporate into new promotions
Create unified strategies for integrating SDOT Transit & Mobility’s existing programs including, but not limited to: Commute Trip Reduction (CTR) Program, Transportation Management Program (TMP) and other demand management strategies and projects, Seattle Transportation Benefit District All Aboard Program, Transit Spot Improvements, , E-park, Neighborhood Access and Parking Program Parking Pricing and Pay-by-Phone, Streetcar, New Mobility and Transportation Equity Program, and communicating them external audiences
Develop creative marketing concepts to communicate the campaign theme and components to target audiences, including marginalized and hard-to-reach communities.
Create graphic components (icons, infographics, etc.) to help external audiences easily identify the campaign and promote brand awareness
Identify possible in-city partners to further expand the Department’s creative reach and ideas (SDOT staff to implement)
Create social media/online program to build awareness and expand message reach (SDOT staff to implement)
Identify in-city events (Seafair, Upstream, Concerts at the Mural, Bumbershoot, etc.) for possible cross promotion and partnership (SDOT staff to implement)
Explore earned media opportunities and work with SDOT’s Office of Communications to implement
Address new marketing challenges as they arise (changes to parking, bike, or bus programs, etc.)
