REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES
18-046: 2018 for NACE III Paint Inspection Services On-Call
The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQs) from qualified firms for SDOT 18-046: 2018 for NACE III Paint Inspection Services On-Call.
Up to three contracts may be awarded, each ranging from $500,000 to $700,000 for three years.
The contracts will be performed in a series of Work Authorizations. The scope, schedule, and budget for these Work Authorizations will vary. There is no minimum guarantee of work under this solicitation.
The time of performance for these contracts is expected to be three years, starting in September 2018, ending September 2021.

- Inspection services shall be performed by the Prime Consultant’s team, not by a sub-consultant. For services that may be sub-contracted, please see Core services section, below.
- The Consultant team must be able to provide inspection services within (10) working days of the request for services with the ability to staff multiple sites concurrently.
- PRE-CONSTRUCTION
- Review submittals and provide analytical feedback and recommendations to coating related technical specification.
- Assist SDOT RE in review of Project Plans and Job Specifications.
- Attend Pre-Construction Site Walk and Meetings.

- Provide General Project Oversight including
- Daily Inspection Reports of work performed
- Perform Hold Point Inspections and Tests in accordance with the Project Specification and Materials Technical Specification and ASTM / SSPC Standards
- Photo documentation
- Detailed and accurate tracking of Time and Materials work.
- Provide Coatings Assessments and Testing for Final Acceptance in accordance with ASTM / SSPC for Cure and Adhesion Testing.
- Provide Existing Coatings Assessment and recommendations for spot repairs
- Provide recommendations to SDOT for RFI response, Design Changes, Change Orders, and Field Memos.
- Provide weekly progress reports to be presented to SDOT for Weekly Progress Meetings.

- PROJECT CLOSE OUT
- Provide Final Coating Acceptance Report.
- Provide Electronic files of the daily inspection reports and the inspection photos for archive.
- Provide Coatings Assessment Inspection as needed for the duration of the Coatings Application Contractor and the Materials Supplier Standard Warranty.
Core Functions: A core function is an element of work that SDOT is certain will be performed and completed throughout all phases of a contract. Core functions are used in developing WMBE Inclusion Plans
- Monitor Environmental Conditions.
- Progress Measurements for Payments
- Hold Point Inspections,
- Testing of Surface Prep, Materials Application, Materials Cure and assessment, as it pertains to NACE and SSPC.
