NOTICE TO CONSULTANTS
Request for Proposals (RFP) for

Asset Management Support Services
SPU RFP/Contract# 19-182-S

The City of Seattle Public Utilities (SPU) is requesting proposals from qualified consultants to provide support to further develop and improve SPU’s Asset Management Program.

This contract will leverage previous work done by consultants and in-house staff. It is intended that the work will be performed in phases. The initial phase will be to complete a Utility Asset Management Assessment. The subsequent phases may include a broad range of services required to support and supplement SPU staff to complete the work of future contract amendments.

The initial contract will cover the first phase only, and subsequent phases will be performed by amendment(s) to the contract. The initial contract will be for three years with the option to extend an additional two years. The cost of the first phase of this project, Utility Asset Management Assessment, is estimated in the range of $100,000 to $250,000.  The ultimate estimated total value of all phases of this contract is currently expected to be in the range of $1,000,000 to $2,000,000. SPU does not guarantee any minimum quantity of Work under this contract.

The Consultant may be asked to perform unanticipated additional work relating to this project or work that is a logical progression from this project. Such additional work could require additional sub-consultants be added to the team, could increase the estimated value of this contract beyond the dollar amount, and could extend the contract duration estimated above.

The deadline for submitting Proposals is 2:00 PM, Tuesday, March 3, 2020, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on Thursday, February 13, 2020, in Conference Room SMT 5072 (50th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 10:30 AM to 12:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFQ are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Thursday, February 20, 2020. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
