NOTICE TO CONSULTANTS
Request for Proposals (RFP) for

ON-CALL ENGINEERING & OTHER PROJECT SERVICES
SPU RFP/Contract# 20-034-S

The City of Seattle Public Utilities (SPU) is requesting proposals from qualified consultants to provide support in all phases of the capital project delivery lifecycle: options analysis phase, design phase, and provide services during the construction and commissioning phase.

There are two solicitation categories. A prime consultant may only submit one proposal in one of the two categories.  In “Category A” the prime consultant role is open to all firms and the contract amount will be $3M.  In “Category B” the prime consultant role is only open to firms listed as a small business on the City’s Online Business Directory and the contract amount will be $1.5M. SPU is permitted to increase these contract amounts in future should there be a higher volume of consultant support needed than what is currently forecasted.  

This contract will be a multi-year on-call contract; a specific deliverable schedule is not known at this time.  Work assignments will be developed iteratively over the course of the contract with varying dates for milestones and deliverables depending on the scope. Each Contract will be executed for a period of three (3) years, with the option to extend up to an additional two (2) years, for a total of five (5) years.

The deadline for submitting Proposals is 2:00 PM, June 11, 2020, electronic only via e-mail to SPU_SolicitationResponses@seattle.gov.

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on May 21, 2020 from 1:00 – 2:30 PM, via Skype Meeting Conference ID: 460416 at URL: https://meet.seattle.gov/sherry.arciniega/8NSBCBGM. Or join by phone at one of the following: 206-386-1200; 844-386-1200; 206-684-5900. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Sherry Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on May 28, 2020. All responses to questions will be issued to all RFP recipients in the form of an addendum to this RFP. Addenda will be posted at https://www.ebidexchange.com/seattle.
