REQUEST FOR STATEMENT OF PROPOSALS
CONSULTANT SERVICES

Project:  SDOT 20-039 Reconnect West Seattle Travel Options Programming Support

The City of Seattle, through Seattle Department of Transportation, requests Statements of Proposal (SOP) from qualified firms for SDOT 20-039 Reconnect West Seattle Travel Options Programming Support.

This contract is estimated to be up to $999,000.  It is anticipated that this contract will receive federal funds and therefore will proceed under this assumption.

The closure of the West Seattle High-Rise Bridge, which carried an average of over 100,000 vehicles per day, resulted in detour routes through some of Seattle’s most diverse and historically under-served neighborhoods within the Duwamish Valley. These neighborhoods already shoulder a disproportionate percentage of Seattle’s pollution and associated health risks. As part of the Reconnect West Seattle Mobility Action Plan, this contract will provide a highly visible, behavior change program that will mitigate these impacts by equitably shifting personal vehicles crossing the Duwamish Waterway to preferred modes (i.e. active transportation, water taxi, bus) or remote work. 

Behavior change program activities may include, but are not limited to, the following: individualized marketing; transportation demand management (TDM); regional transit and active transportation community support; community engagement; digital and traditional marketing; agile project management. In addition, the contract may include an incentive/subsidy allocation program that may be implemented via a mode discovery and/or rewards management platform.

The Request for SOP’s packet includes a more detailed Scope of Work, administrative requirements such as sub-consulting, insurance, selection process, schedule, etc.

Electronic SOP’s must be received by the Seattle Department of Transportation, Attention:  Pamela Garcia, DOT_CCU@seattle.gov  by 2:00 p.m. February 26, 2021.

Any questions regarding this Request for SOP’s may be submitted via Procureware.  Response to questions will be provided via Procureware.
