REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES

21-006: Roosevelt / RapidRide J Line Outreach  Services

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQs) from qualified Consultants for 21-006: Roosevelt/Rapid Ride J Line Outreach Services

This contract is estimated to be up to $500,000 with the time of performance expected to be second quarter of 2021, with the design phase continuing until 2022 and construction anticipated to be completed in 2026.

The scope of work includes outreach strategy, project management of outreach for 30% design to 100% design, preconstruction and then construction outreach. The work includes:

  • Written and graphic material creation for online and written outreach, such as website updates, project reports and mailers, fact sheets, weekly emails, social media posts, and presentations.
  • Meeting management, including agenda creation, meeting attendance, calendar management, notetaking, minutes, and presentations. This includes construction meeting attendance, presentations to SDOT staff, and public meetings.
  • Response to public and partner inquiries to include monitoring project phone and email lines, as well as preparing responses to all questions ready for approval. This includes logging all communication for records.

The Request for Qualifications  includes a more detailed Scope of Work, administrative requirements such as sub-consulting, insurance, selection process, schedule, etc.

The City of Seattle in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
