Project: SDOT 21-021
Seattle Transportation Plan

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified firms for SDOT 21-021 Seattle Transportation Plan.

Estimated funding available to support the Plan’s scope of work is $2.2 million, subject to budget approval. Should additional funding become available, other tasks may be added to the scope of work.  The project is anticipated to be a multi-year contract for up to 3 years (Q4 2021-Q4 2024); the majority of work is expected to be performed in the first 21 months to coordinate with the City’s concurrent Comprehensive Plan update (to be completed by others).

The Seattle Department of Transportation (SDOT) seeks consultant services to support development of a citywide, multi-modal transportation plan (Plan). As the City of Seattle continues to plan for growth, we require a transportation plan that will:

  • Renew the blueprint for Seattle’s transportation system in alignment with our values for equity, safety, mobility, sustainability, and livability.
  • Establish goals, policies, strategies, and metrics to guide investments in transportation facilities and programs that address future needs of the City.
  • Engage with community to ensure the plan reflects transportation and public space values, needs and priorities; special emphasis will be placed on engaging historically underserved communities.
  • Update and integrate the existing citywide modal plans (pedestrian, bicycle, transit, and freight) and create a people streets and public spaces network.
  • Expand consideration of the role of vehicles and internal combustion engines, and new and emerging mobility options.
  • Identify an implementation strategy, including an investment prioritization framework that addresses state of good repair and considers potential funding strategies.

Development of the transportation plan will establish an updated transportation blueprint for Seattle and will run concurrent with the City’s update of its 2024 Comprehensive Plan, a 20-year blueprint to guide and manage growth (to be completed by others). Together, these projects provide an opportunity to engage community in land use and transportation planning conversations, with opportunities to leverage public engagement activities between the two planning efforts. Additionally, with the expiration of the City’s 9-year, $930 million transportation levy in 2024, the Plan can help inform development of a future transportation funding package that captures our collective desire for and commitment to create a racially-just transportation and public space system that addresses safety and the climate emergency.

The Request for Qualifications packet includes a more detailed Scope of Work, administrative requirements such as sub-consulting, insurance, selection process, schedule, etc.
