NOTICE TO CONSULTANTS
Request for Qualifications/Proposals (RFQ/P) for
On-Call Economic Analysis & Strategic Services
SPU RFP/Contract# SU0-21-280-S
Seattle Public Utilities (SPU) is requesting proposals from qualified consultant teams to provide on-call economic analysis and strategic support to supplement SPU’s strategic initiative and implementation work responding to direction from the Mayor’s Office and City Council and supporting the General Manager and SPU Leadership across SPU’s three utility lines of business – drinking water, drainage and wastewater, and solid waste, as well as corporate wide work. Specific services may include independent third-party economic and financial review, analysis, and strategic advice supporting SPU policy and program initiative development, government-to-government negotiations, innovations and investments, financial options analysis, and decision making.
SPU will select up to two (2) Consultant teams and issue contract(s) based upon qualifications and approach response received for the services requested. Work Assignments that define the work being requested will be issued to a selected Consultant who will be expected to meet with SPU’s Contract Manager to negotiate the level of effort, schedule, and not-to-exceed fee based on pre-approved Consultant billing rates. Depending upon the assignment and qualifications, the Consultants may be asked to provide support during negotiations, in meetings with elected officials, external partners and agencies, etc. The Consultants may also be asked to develop internal capacities and capabilities of SPU staff, and/or interact and collaborate with other SPU consultants.
The total of all Work Assignments under the contract(s) is estimated to be up to $500,000. SPU does not guarantee a specific volume of work under the contract(s).
Each contract will be a multi-year on-call contract, a specific deliverable schedule is not known at this time. Work assignments will be developed iteratively over the course of each contract with varying dates for milestones and deliverables depending on the scope. Each Contract will be executed for a period of three (3) years, with the option to extend up to an additional two (2) years.

The deadline for submitting Qualifications/Proposals is 2:00 PM Pacific Time on Tuesday, June 7, 2022, electronic only via e-mail to SPU_SolicitationResponses@seattle.gov.
