Request for Proposals (RFP) for

Food Rescue Technical Assitance & Analysis
SPU RFQ/P/Contract# 22-141-S

Seattle Public Utilities (SPU) is requesting proposals from qualified consultants or organizations to support SPU’s Food Rescue Innovation Program in order to reduce edible food flowing to garbage and compost collection. This on-the-ground work will build on past findings to encourage food businesses and hunger relief organizations to improve food donation practices. And it may also include policy and incentive development to increase participation across private, nonprofit, public agencies, and other stakeholders who could drive systemic change.

SPU has pursued a collaborative approach to drive change since the department does not oversee or regulate food donations. This work represents an opportunity to engage with community so that edible food goes to people in need instead of compost or garbage collection. Ultimately, food businesses, HROs, and Seattle residents would all benefit.

Work under this Contract will be executed for a period of three (3) years, with the possibility of extending an additional two (2) years, and an estimated Contract value of $400,000.
