ENERGY DESIGN ASSISTANCE PROGRAM
Seattle City Light is seeking a Consultant to partner with who will develop and manage an Energy Design Assistance (EDA) Program for City Light’s service territory to offer comprehensive energy consulting services for commercial, and multifamily new construction projects and will include recruitment, design support, analysis, facilitation of design charettes, goal setting, and verification in order to generate kWh savings for energy efficiency.
City Light is looking for a program proposal that can:
- Deliver 3 million kilowatt-hours (kWhs) per year or greater to the energy efficiency portfolio
- Reach a greater percentage of new construction projects than City Light has been able to
through its traditional new construction program
o Special emphasis is placed on reaching and supporting projects smaller than 100,000sf and market rate and affordable multifamily/mixed use projects - Employ a whole-building, modeling-based approach, with an emphasis on early intervention
- Primarily target potential new construction projects that are still in the planning and design phase
Background
Seattle City Light (City Light) has one of the longest-running energy efficiency programs in the nation. Its programs have incentivized tens of millions of kWh savings over the past four decades and continues to shape our energy future across the commercial, industrial, and residential sectors. The energy efficiency landscape has seen remarkable changes over the past half-decade, nationally, regionally, and locally, which creates exciting opportunities and compelling challenges for the utility. The commercial and multifamily new construction sectors are rapidly changing.
As the Seattle Energy Code (SEC) becomes increasingly stringent, coupled with other market and statutory changes, the potential for kWh savings within the new construction sector is diminishing, making it harder to achieve our conservation targets. By establishing this new program we hope to reach projects early enough in the development to affect a building’s design, increasing our ability to influence design and avoid free-ridership. We also seek to better reach smaller projects achieving more equitable service that benefits smaller and larger commercial and multifamily projects equally.
Seattle City Light often aligns its programs with the region’s utilities to minimize confusion with trade allies and participants and leverage scale to influence the regional market. SnoPUD and other regional utilities run successful EDA programs. Seattle City Light seeks a program that offers new construction customers an experience on par with these peer programs.
The term of the contract shall begin on the date of execution by the General Manager and CEO of Seattle City Light, or designee, and is expected to span over a maximum of Four (4) years. Seattle City Light will contract with one or more Consultants. Seattle City Light has identified an annual budget of Three Hundred Fifty Thousand Dollars ($350,000.00) not to exceed Two Million Six Hundred Fifty Thousand Dollars ($2,650,000.00) for the total cost.
