Request for Qualifications (RFQ) for
On-Call Equity and RSJI Employee Competencies Development
SPU RFQ Contract #23-202-S
The City of Seattle Public Utilities (SPU) is requesting qualifications from qualified consultants to provide expertise in consultation and coaching that facilitates the development and implementation of RSJ, Appreciative Inquiry, anti-oppression competencies and practices, development and delivery of learning and organizational transformation activities, including, but not limited to workshops, presentations, coaching, organizational assessments, and facilitated discussions, that will provide a foundation for advancing and continuing to transform SPU’s anti-racist and anti-oppression work. SPU plans to execute up to two (2) 3-year on-call consulting services contracts with an option to extend up to 2 additional year(s) and an estimated contract value of $300,000-$500,000 per contract.

Proposers may submit questions to the procurement portal (Bonfire) under the Vendor Discussions section. The City strongly prefers that consultants submit questions in Bonfire but will accept questions submitted to the Contract Administrator in email format, as well. Questions shall be directed to Ajla Suta, Contract Administrator & SPU’s designated contact person, at ajla.suta@seattle.gov. To facilitate preparation of responses to questions, please submit questions by no later than 5:00pm Pacific Time on Monday, January 22, 2024. All responses to questions will be posted at https://cityofseattle.bonfirehub.com/portal under the Public Notices Section in the respective procurement opportunity.
Consultant selection for this solicitation will be subject to all applicable laws and ordinances. The participation of women- and minority-owned firms is a high priority cultural value of the City of Seattle and is strongly encouraged at all tiers.
