ELECTRIC SERVICE CONNECTION TIMELINE BENCHMARKING

Seattle City Light (SCL) is one of the nation’s largest municipally owned electric companies, delivering power to over 460,000 business and residential customers across 131 square miles. With a population size of 940,000, the City of Seattle is focusing on housing initiatives. A major part of housing is providing power to development projects so they may proceed.

In 2019, SCL published estimated service connection timelines located within the Requirements for Electrical Service Connection (RESC) to help manage customer expectations for each phase of the application process: service removal, temporary power, service upgrade, new service, and line extensions.

SCL is interested in commissioning a comprehensive study to benchmark SCL service connection timelines to comparable regional and national utilities, with an eye to cities similar to Seattle in population size and growth, commercial growth, and housing production. SCL has been actively working to improve service connection timelines. SCL recognizes the value in better understanding how our service connection timelines align with comparable utilities, regionally and nationally. This study will complement existing work to decrease SCL service connection timelines should improve customer experience, reduce costs of housing, and increase housing production.

Seattle City Light is hosting a Pre-submittal Conference virtually via MS Teams on February 12, 2024, from 10:00 am – 11:30 am (PT). Details are provided in the RFP. The City’s proposed schedule is outlined in the RFP.

The contract(s) awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
