REQUEST FOR STATEMENTS OF QUALIFICATIONS

CONSULTANT SERVICES

24-006QP – On-Call Construction Management (CM) Services

The City of Seattle, through Seattle Department of Transportation (SDOT), requests Statements of Qualifications (SOQs) from firms to provide on-call construction management (CM) services for an assortment of capital projects, with the goal of hiring for the following key staff:

Construction Management firm shall provide Construction Engineer, Resident Engineer, Construction Inspectors, and/or Office Engineering Services on SDOT projects to be determined. These individuals will be part of the overall CM team managing construction contracts for the Capital Projects division.

Services for specific projects under this contract will be authorized by an executed Work Authorization (WA) with each WA negotiated between the consultant and the assigned Project Manager. Any such WA will clearly outline the project, scope, schedule, and fee. There is no minimum guarantee of work under this solicitation. WA services may be negotiated by a fixed fee lump-sum or based upon hours worked by consultant staff at City approved rates.

Selected consultants will provide CM services for an assortment of capital projects including, but not limited to the following: 

  • Asphalt and Concrete Pavement,
  • Bridge Rehab and Replacement,
  • Bridge Seismic Retrofitting,
  • Sidewalk repairs,
  • Intelligent Transportation Systems (ITS),
  • Transit related street improvements,
  • Hazard mitigation,
  • Pedestrian Mobility.

Due to the quantity of upcoming work, the City expects to achieve the following outcomes through this consultant solicitation:

  1. Select up to Six qualified consultant teams for contracts up to $5M each
  2. Select up to Four qualified consultant teams for contracts up to $1M each

This contract has an anticipated project schedule of mid-2024 through mid-2028, with an option to extend the contract term up to one year

Electronic submittals must be uploaded to Bonfire by April 1, 2024.

Consultants must register for a free account at Bonfire (https://cityofseattle.bonfirehub.com/) to access solicitation documents, including the RFQ packet, evaluation criteria, additional submittal information, to ask questions, and receive any addenda.
