CITY OF SEATTLE NOTICE TO CONSULTANTS FOR
RFP 23-051QP 4th over Argo Railyard Bridge Replacement Planning Study (FHWA – STIP ID SEA-259)

The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in Alternatives Analysis and Planning, Architectural, Cadastral surveying, Civil engineering, Communications, Construction phasing and constructability,

Electrical and Utility Engineering, Engineering design, Geological engineering, Geotechnical engineering, Land Surveying, Landscape Architectural, Public relations, Structural engineering, Traffic engineering and analysis with the intention of awarding the consultant for planning phase only.

Project Description: This project includes a comprehensive engineering team delivering a Type, Size, and Location (TS&L) report and complete 30% design for a proposed replacement of the 4th over Argo Railyard Bridge. This will allow the City to determine the best type of replacement for the 4th Avenue Bridge as well as define its limits. The Scope of Work is anticipated to include: Description of Bridge Replacement Alternatives, Alternatives Analysis Methodology, Evaluation Criteria and Weighting, Mobility and Connectivity, Environmental Impacts, Transportation Network and Mode Impacts, Structural and Geotechnical Engineering Studies, Rehabilitation/Seismic Retrofit vs Replacement Comparison, Cost Estimates, Construction Impacts, Community Outreach, Alternatives Analysis Results, Preferred Alternative Environmental Impact Assessment Summary, and 30% plans.

This negotiated hourly rate contract is estimated to be up to $2.5 Million with an anticipated 18-month contract beginning in Q3 2024.

This project is anticipated to be federally funded in part through the FHWA. This project has a mandatory DBE 19% Goal.

Consultants will be evaluated and ranked on qualifications of key personnel, firm experience, ability to meet schedule, approach to work, familiarity with WSDOT/FHWA standards, past performance, and approach to meet the DBE goal.

Consultants must register with a free account at Bonfire, SDOT’s Procurement Portal (https://cityofseattle.bonfirehub.com/), to access solicitation documents, meeting links, and submit their response. A virtual pre-submittal meeting is scheduled for March 13 at 2PM. Electronic Submittals must be uploaded to Bonfire by April 8 at 4PM.
