SDOT 23-058QP: South Holgate St At-Grade Crossing Elimination Study (FRA – FY22RCE)

The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in, but not limited to, project administration and management, strategic planning, stakeholder outreach and engagement, technical analysis, engineering services, and project documentation.

Project Description: The project will lead the development of an extensive, multiagency transportation and mitigation feasibility study including BNSF, National Passenger Rail Corporation (Amtrak), Sound Transit, the Federal Railroad Administration (FRA), Washington State Department of Transportation (WSDOT), the Port of Seattle and Northwest Seaport Alliance, the South Downtown (SODO) Business Improvement Association (BIA), and the residential communities in the area while centering the objectives of the Railroad Crossing Elimination program with a particular emphasis on multimodal safety.  SDOT’s proposed study aims to understand what infrastructure investments are required to maintain east-west transportation network continuity for all modal users, including all of our supply chain partners. Consultant services include:

  • Project Administration and Management, including the development of a Project Management Plan; Purpose and Need Statement, Detailed Project Work Plan, Budget, Schedule, and Risk Matrix, as well as required grant reports, including but not limited to Quarterly Progress Reports, Federal Financial Reports, and a Final Performance Report.
  • Outreach and Engagement, including the development of a Stakeholder Coordination Plan, Stakeholder Coordination and Engagement Summaries, Key Stakeholder Facility and Network Access Map.
  • Technical Analysis considering safety, equity, connectivity, and operations/economic/business effects of changes and improvements to the broader study area.
  • Project Documentation including Draft Alternatives Analysis that summarizes and addresses stakeholder comments and concerns, as well as Final Alternative Analysis, including information gathered in all tasks and for all deliverables as needed; content to be determined in collaboration with SDOT.

This negotiated hourly rate contract is estimated to be up to $2,000,000 with an anticipated project schedule of mid-2024 through mid-late 2026.

This project is anticipated to be federally funded in part through the FRA. This does not have a mandatory DBE Goal.

Consultants will be evaluated and ranked on project team qualifications, project approach, and approach to DBE participation plan.

Consultants must register with a free account at Bonfire, SDOT’s Procurement Portal (, to access solicitation documents, meeting links, and submit their response. A virtual pre-submittal meeting is scheduled for April 30, 2024, at 3:00PM. Electronic Submittals must be uploaded to Bonfire by May 17, 2024, at 4:00PM.
