Request for Proposals (RFP) for

Phased Water Transmission Drainage Asset Engineering Support
SPU RFP/Contract# 24-155-S

Seattle Public Utilities (SPU) is seeking a consultant team to provide stormwater management engineering services to:

  1. Prepare and execute a field site drainage facility conditions assessment and engineering study, including culvert integrity CCTV inspection and study;
  2. Evaluate fish passability of culverts in “Fish Type” streams using criteria published by the WA State Department of Fish and Wildlife;
  3. Prepare and recommend a schema for prioritizing a strategic rehabilitation program (asset replacement and major maintenance) for ensuring the continued most efficient operation of these facilities to protect SPU property and occupying water transmission pipeline infrastructure;
  4. Provide a prioritized catalog of recommended actions for major maintenance and CIP actions to strategically rehabilitate the right-of-way (ROW) drainage system assets.

SPU intends to execute one (1) contract with an initial estimated fee of $900,000 and term of three (3) years. Work Assignments will be issue for each Phase with specific scopes and varying dates for milestones and deliverables. Completion of Phase 1 for evaluation and reporting on the whole catalog of existing culverts is expected by year-end 2025. SPU does not guarantee any minimum quantity of work under these contracts.

The City strongly prefers that consultants submit questions in Bonfire but will accept questions submitted to the Contract Administrator in email format, as well.
