Project Description: The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a Generator Rebuild (Rewind/Turbine Replacement) Design-Build Contracts Administration Consultant. The consultant will support SCL in the technical administration and project management of a Design-Build Contract for the rebuild of Unit 55 and 56 at Boundary Dam near Metaline Falls, WA. This project includes overhaul and replacement of the U55-U56 turbines as well as the 230 MW Toshiba Generators.
The complete full extent of services provided shall be defined as needed at the request of the City. Subconsultants and technical services provided under the resultant contract may be expanded as needed to meet the needs of the City, including but not limited to onsite Construction Management Services and metrology alignment services, contracted independently of the Construction Administration Consultant.
The consultant contract will be awarded in phases at the sole discretion of SCL and as budget and schedule allows. The initial scope of services will extend through the design phase of Unit 55 and the project schedule extends through 2015. SCL may retain the consultant chosen from this solicitation to work on each phase of the project, or award phases to other consultants.
City Light has identified a budget for the initial phase for 2011 that will not exceed $250,000. SCL estimates the overall project to be $800,000.
SCL, may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.
