 Title: CLOSED-AWVSRP LID RFP-SDOT-11-44

Project Description: The City of Seattle, through its Seattle Department of Transportation (SDOT), requests proposals from qualified consultant firms/teams to conduct a Special Benefit/Proportional Assessment Study for a potential Local Improvement District (LID) for components of the Alaskan Way Viaduct and Seawall Replacement Program (AWVSRP).
The primary purpose of this RFP is to provide the City with a formal Special Benefit Study consisting of a parcel-by-parcel market based evaluation of the relevant properties. The study shall be consistent with the guidelines for a Special Benefit Study outlined in the 2009 Municipal Research and Services Center of Washington publication titled Washington State Local Improvement District Manual. The Study will serve as the basis for the formation of an LID and the assessment of specific properties. Given the size and complexity of the projects, as well as the City processes related to them, the RFP is broken out into multiple phases with different authorization points. Upon selection of the consultant and an executed contract, the first phase will be authorized. Subsequent phases will be authorized at the appropriate times.
