**END OF ADDENDA**

Scope of Work:  The Seattle City Council is seeking a qualified consultant to perform research and identification of programs and policies that can promote the development and/or preservation of affordable “Workforce Housing”. For the purposes of this contract, “Workforce Housing” is defined as housing  serving individuals or households with incomes at 60% to 80% of Area Median Income (AMI) for rental housing and 81%- 100% of Area Median Income (AMI) for homeownership housing. Research will include identifying “best practices” of housing agencies around the country, gathering data on the income levels served by other successful programs, and an analysis of the number of units attributable by different policy approaches.   The Council is also interested in information related to newly developed programs or previously proposed programs that do not yet have a track record of success, but which appear promising.  This information is to be gathered from comparable jurisdictions including, but not necessarily limited to, the following: Atlanta, Boston, Dallas, Denver, Minneapolis, Portland, Phoenix, San Diego, San Francisco, and San Jose.
