NOTICE TO CONSULTANTS
Request for Proposal (RFP) for
                                                                                               

On-Call Economic Analysis and Strategic Services
SPU RFP/Contract# SU0-18-253-S 

Seattle Public Utilities (SPU) is requesting approach and qualifications from qualified consultants to support and supplement SPU’s strategic initiative and implementation work responding to direction from the Mayor’s Office and City Council and supporting the General Manager and SPU Leadership across SPU’s three utility lines of business – drinking water, drainage and wastewater, and solid waste, as well as corporate wide work. The contract work is on an as-needed basis and is separate from work that is under contract with others.

SPU will procure one or more separate contracts for consultants to provide independent, third party economic and financial review, advise and analyses supporting selected utility:

  • Planning, policy and program initiatives;
  • Contractual, regulatory and inter-agency negotiations and agreements;
  • Business innovation and investment strategies; and
  • Financing, rate structure, and cost recovery approaches. Depending upon the assignment and qualifications, the Consultants may be asked to support SPU in SPU’s expert capacity during negotiations, in meetings with elected officials, external partners and agencies, etc. The Consultants may also be asked to develop internal capacities and capabilities of SPU staff, and/or interact and collaborate with other SPU consultants. The work is on-call and will be assigned via Work Assignments. The total of all work assigned under all contracts is up to $750,000 total for a period of five years. The deadline for submitting Proposals is 2:00 PM, MONDAY, DECEMBER 10, 2018, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on FRIDAY, NOVEMBER 16, 2018, in Conference Room SMT 2750 (27th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 1:30 PM – 3:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on TUESDAY, NOVEMBER 27, 2018.
