NOTICE TO VENDORS
Request for Proposal (RFP) for
Organics Processing Services
SPU RFP# 18-257-B
The City of Seattle (“the City”) through its Seattle Public Utilities (“SPU”) is requesting proposals for processing yard debris, food scraps, food-soiled paper, compostable food packaging, and compostable bags received through the City’s transfer stations and through the City’s solid waste collection contracts. Processing includes composting and/or anaerobic digestion into marketable end products such as compost, mulch, biogas for energy generation or fuel, and digestate for composting and/or land application.
Lenz Enterprises and Cedar Grove Composting currently provide contracted composting services for the City. The City’s contract with Lenz began in 2014 and with Cedar Grove in 2017. Both agreements have potential end dates in March 2020, March 2022, or March 2024, all at the City’s discretion.
The City expects to award one or more new contracts to process organic wastes beginning in either April 2020 or April 2022 under 6 to 12-year agreements, depending on the proposal(s) selected.

The deadline for submitting Proposals is by 2:00 PM, Wednesday, January 23, 2019, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.
An optional Pre-Proposal Conference for prospective bidders will be held on Wednesday, December 5, 2018 in Conference Room SMT 1600 (16th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 2:30 PM to 3:30 PM. Seattle Public Utilities will review the scope of work, vendor expectations, and answer questions from the prospective bidders.
