NOTICE TO CONSULTANTS

Request for Proposal (RFP) for

Spokane St. Pump Station Improvements

SPU RFP/Contract #19-042-S

The City of Seattle Public Utilities (SPU) is seeking a consultant team to provide design and engineering services leading to the removal and replacement of a drinking water pump station building shell, including changes to the existing electrical service for the pumps and a new building electrical system. The initial contract will cover the design phase only, and the subsequent phases will be performed through an amendment to the contract and include engineering support services during construction, and close out. Existing pumps will remain, but do not need to be operational during construction. Mitigation measures may be required for the removal of the existing building. The estimated range for the project construction cost is $1.2M to $2.0M.

The deadline for submitting proposals is 3:00 PM, Tuesday, June 18, 2019, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, Seattle, WA 98104-5058 (USPS: P.O. Box 34018, Seattle, WA 98124-4018).

OPEN HOUSE:  Open House for Site Visits will be held on Wednesday, May 15, 2019 (between 10:00 am and 12:00 pm) or Thursday, May 16, 2019 (between 2:00 pm and 4:00 pm). Although attendance is not mandatory, it is highly encouraged.  Log in to https://www.ebidexchange.com/seattle to view the RFP for information on location and parking, Attachment 13.

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on Thursday, May 30, 2019, in Conference Room SMT 1600 (16th Floor) of the Seattle Municipal Tower, 700 Fifth Avenue, Seattle, WA 98104 from 1:30 PM – 3:00 PM. SPU will review the scope of work, consultant expectations, and answer questions. Time will be allocated for attendees to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Sherry Parker, Contract Administrator & SPU’s designated contact person, at sherry.parker@seattle.gov. To facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM, Thursday, June 6, 2019.

All responses to questions will be issued to all RFP recipients in the form of an addendum to this RFP. Addenda will be posted at https://www.ebidexchange.com/seattle.
