NOTICE TO CONSULTANTS
Request for Proposals (RFP) for

On-Call Cultural Resources Services
SPU RFP/Contract# 18-218-S

The City of Seattle Public Utilities (SPU) is requesting proposals from qualified consultants to provide expertise in cultural resources. SPU requires cultural resources support for a wide range of SPU capital and O&M projects. Support needs include cultural resources review, planning, protection, and permitting, as it relates to federal, state, and local government historic preservation, archaeological, and cultural resources requirements for construction projects. SPU has cultural resources staff; however, at times is not able to meet SPU’s needs due to a lack of resources and/or technical skillsets. This contract is intended to supplement SPU needs by procuring them through on-call professional service agreements.

SPU will execute up to three (3) On-Call type contracts. The estimated fee is $3,000,000 combined total for all executed contracts. Services shall be ordered on an as needed basis, throughout the term of the agreement through the execution of individual Work Assignments. SPU does not guarantee any minimum quantity of Work under these contracts.

Each contract will be a multi-year on-call contract, a specific deliverable schedule is not known at this time.  Work assignments will be developed iteratively over the course of each contract with varying dates for milestones and deliverables depending on the scope. Each Contract will be executed for a period of two (2) years, with the option to extend up to an additional three (3) years. Under no circumstances shall this contract or subsequent work assignments go beyond five (5) years (SMC 20.50.040 G).

The deadline for submitting Proposals is 2:00 PM, Tuesday, September 17, 2019 via email to SPU_SolicitationResponses@Seattle.gov.  

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on Thursday, September 5, 2019, in Conference Room SMT 4901 (49th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 1:30 PM – 3:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Monday, September 9, 2019.
