NOTICE TO CONSULTANTS
Request for Qualifications (RFQ) for

On-Call Engineering Geophysics Services
SPU RFQ/Contract# 19-146-S

The City of Seattle Public Utilities (SPU) is requesting qualifications from qualified Consultant Teams who can support our Geotechnical Engineering team on an on-call, as needed basis. The Consultant Team is expected to assist SPU in coordinating and performing field investigations at project sites using geophysical methods and technologies.

Consultant Team on this contract will coordinate with SPU Geotechnical Engineering to verify that field investigations will not cause damage to underground utilities, and to obtain necessary permits.  Consultant Team shall determine the most appropriate geophysical method(s) and tool(s) given the specific project elements and spatial constraints. Applicable methods shall include, but not be limited to, seismic reflection and refraction, ground penetrating radar, multichannel analysis of surface waves, microgravity, resistivity, and cross-hole seismic.

SPU will select one (1) Consultant team and issue a contract based upon the qualification package received for the services requested. Work Assignments that define the work being requested will be issued to the selected Consultant who will be expected to meet with SPU’s Contract Manager to negotiate the level of effort, schedule and not-to-exceed fee based on pre-approved Consultant billing rates. The estimated combined total value for all Work Assignments under the executed contract is $310,000 for a period of three (3) years, with the option to extend for an additional two (2) years for a total of five (5) years.  SPU does not guarantee a specific volume of work under the contract(s). Per SMC 20.50.030, selection of the Consultant(s) is subject to applicable laws and ordinances regarding equal employment opportunity.

The deadline for submitting Qualifications is 2:00 PM, Tuesday, January 21, 2020, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

An SPU pre-submittal conference will be held on Thursday, January 2, 2020 in Conference Room SMT 5072 (50th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 10:00 AM to 11:00 AM.  Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFQ are encouraged and shall be directed to Jamie Cortez, Contract Administrator & SPU’s designated contact person, at jamie.cortez@seattle.gov. In order to facilitate preparation of responses to questions, please submit questions by no later than 12:00 PM on Thursday, January 9, 2020. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
