NOTICE TO CONSULTANTS
Request for Proposals (RFP) for

Eastside and Riverton Reservoirs Seismic Upgrades; SPU RFP/Contract# 20-169-S

The City of Seattle Public Utilities (SPU) is requesting proposals from qualified Consultant Teams to support SPU in an initial project planning (Options Analysis) phase of carrying out structural/seismic assessments and developing seismic upgrade options for two water storage facilities, Eastside and Riverton Heights Reservoirs.

The selected Consultant Team will assist SPU in providing a more detailed seismic analysis to more precisely determine the seismic vulnerability of each reservoir and identify seismic upgrade options. SPU will select the preferred upgrade approaches for each reservoir during Options Analysis. During the second, optional phase of the contract, SPU may choose to retain the Consultant to prepare design documents, including drawings and specifications, for each reservoir and then have the Consultant provide construction assistance. Alternately, SPU may choose to hire another Consultant to perform the Design and Construction Services Phase.

The Options Analysis Phase is estimated to be $400,000 and will include the Assessment and Conceptual Upgrade Approach Development.  The subsequent Design and Construction Services Phase is optional and will be authorized upon successful completion of the Options Analysis Phase. Total value of all phases for this contract is currently estimated to be $2.4 Million. There is no guarantee for the additional work phase being added, and the decision to do so will be at the sole discretion of SPU. The City requires a plan for including minority- and women-owned firms, which becomes a material part of the contract.

The deadline for submitting Proposals is 2:00PM Pacific Time on Wednesday, March 17, 2021, electronic only via e-mail to SPU_SolicitationResponses@seattle.gov.
