NOTICE TO CONSULTANTS
Request for Proposals (RFP) for

South Park Water Quality Facility Project Support Services; SPU RFP/Contract # 21-047-S

The purpose of this Request for Proposals (RFP) is to select up one, two or three multi-disciplinary consultant team(s) to support development of an innovative, community-centered capital project. There are three components to this project site cleanup, community investment, and water quality facility. Consultant teams must provide one proposal that covers one, two or all three of the components.

Seattle Public Utilities (SPU) is undertaking an ambitious capital project that will include a water quality facility and community investments. SPU is a community-centered utility which means committing to be in relationship with the communities we serve, investing in them and partnering on the design and implementation of this project to reflect community values. The goal is to balance utility asset investments for water quality improvements with providing the greatest community value through co-development. The property SPU anticipates using is approximately three acres – about half the area will be for the water quality facility and half the area will be for co-development opportunities.

Site cleanup component: The project will be located in the industrial area of South Park and will require soil and groundwater remediation. We plan to work with the Department of Ecology on a grant to help fund the remediation. The consultant team will need to have expertise in site remediation (investigation, design, and monitoring) and Ecology process administration and strategy.  

Community investment component: Consultant team will need to lead and support SPU through a values-based project in which we plan to implement co-development opportunities with a focus on community-centered site uses, partnership development (community-based public-private partnerships, non-profit development partnerships, public-public partnership, philanthropy partnerships, etc.), and funding mechanisms (grants, revenue generation, etc.).

Water quality facility component: The project will include the construction of a regional stormwater quality treatment facility. The consultant team will need to provide expertise in stormwater water quality treatment. Currently, the plan is to build a facility that is approximately 6-cfs in size and centered on inclined plate settler treatment technology, with pre-screening and solids handling. In addition, the team must be able to offer expertise in polishing treatment technologies.  

It is anticipated that the contract(s) will be executed in Q3 2021. Work on all three components of the work will begin this year, with a strong focus on the site cleanup component since it is on the critical path for property purchase and grant funding. Work will continue for up to 10 years. The cost range for consultant support services for the project is $6-10M.
