Title: Seattle Clean Buildings Accelerator – Building Owner Technical Support

The City of Seattle Office of Sustainability & Environment is seeking a consultant team to develop and run a technical support offering, the “Seattle Clean Buildings Accelerator”(working title), to help building owners and their representatives navigate new requirements such as the Clean Buildings for Washington Law (HB 1257), the Seattle Energy Code, and to prepare for reducing greenhouse gas (GHG) emissions. The Accelerator’s goal is to focus the technical support on owners or representatives of buildings that have less organizational capacity to meet current and future energy or GHG-related mandates, scope and implement building upgrades, and obtain incentives and financing—especially buildings essential to and serving Black, Indigenous and people of color (BIPOC) populations. The support is anticipated to entail three tiers: a help desk, light-touch energy management coaching and trainings, and strategic energy management (SEM)-style support for select buildings to plan and obtain incentives or financing to meet the requirements. In the 2022 budget, $200,000 has been allocated to OSE to engage a consultant team to launch a Seattle Clean Buildings Accelerator, engage and recruit the priority audiences, demonstrate a scalable model, and create strategic direction for future program growth. Funding for additional years to continue and expand the Accelerator will be requested but is not allocated at this time.
Optional Pre-Submittal Meeting: The City will host an online optional, pre-proposal meeting on Wednesday February 9th from 10am – 11am. Please notify City contacts of your interest in attending the pre-proposal meeting, so that they can provide you with a Webex meeting link and manage any technical issues that arise.
