CONSULTANT SERVICES
23-059QP – On-Call Capital Development Real Property Acquisition and Relocation

The City of Seattle, through the Seattle Department of Transportation, requests Statements of Qualifications from qualified firms to provide on-call property acquisition and relocation services for an assortment of capital projects of different sizes.

Core property acquisition services include, but are not limited to, permits, rights of entry, leases, licenses, temporary construction easements (TCE), temporary occupancy permits, easements, partial and full fee acquisitions, and covenants.  These services must be provided to comply with Federal, State, and local laws, including but not limited to the Uniform Act 42 US Code Ch 61, WSDOT Local Agency Guidelines, RCW 8.26 and applicable Seattle Municipal Code.

Individual scopes of work will be determined by the city based on planning, priority and budget and negotiated with the consultant. Those individual scopes of work are issued in a Work Assignment against the on-call contract. Each Work Assignment will clearly outline the Consultant’s services, fee and schedule for completion. In general, the services will include supporting SDOT with expanding and improving Seattle’s transit network through the development of transit capital programs and projects by providing skills, tools, and expertise on an ongoing and flexible basis during planning, project definition and design phases. There is no minimum guarantee of work under this solicitation. WA services may be negotiated by a fixed fee lump-sum or based upon hours worked by consultant staff at City approved rates.

The City anticipates awarding one (1) to three (3) contracts, each for an initial contract amount of $500,000 (if three (3) contracts are awarded). This amount may increase or decrease at SDOT’s discretion.

The initial term of the contracts to be awarded is expected to be three (3) years beginning in the third quarter of 2024 and ending in the fourth quarter of 2027. SDOT will evaluate the option to extend for two (2) additional years for a total of five (5) years for each contract depending on performance and the schedule of individual Work Authorizations.

Electronic Submittals must be uploaded to Bonfireby 4:00 PM, April 22, 2024.

Consultants must register with a free account at Bonfire, SDOT’s Procurement Portal (https://cityofseattle.bonfirehub.com/), to access Solicitation documents, including the RFP packet, Evaluation Criteria, additional Submittal Information, to ask questions, and receive Addenda.
