Request for Qualifications (RFQ) for

On-Call DWW Planning
SPU RFQ/Contract# 23-233-S

Seattle Public Utilities (SPU) is requesting responses from qualified consultants to provide tailored support for the future planning, engagement, and analysis needs of the Drainage and Wastewater (DWW) System Planning Section – both citywide and within specific focus areas.

The DWW System Planning Section of SPU provides citywide planning and focus area planning services for the DWW Line-of-Business. These critical planning functions – including their associated engagement and technical analysis components – are led by SPU planning staff who rely on consultant support. Currently, consultant support for the DWW System Planning Section is secured through three separate contracts that are nearing the end of their terms: DWW Integrated System Plan (18-245-S), DWW Vision Plan (18-042-S), and On-Call GSI Program Support Services (19-056-S).

SPU will execute one (1) or more on-call-type contract(s) with an estimated combined fee of $5,000,000 over a 5-year term. The schedule for specific deliverables is not known at this time. Work Assignments will be developed iteratively over the course of the contract(s) with varying dates for milestones and deliverables depending on the scope. SPU does not guarantee any minimum quantity of work under these contracts.

Proposers may submit questions to the procurement portal (Bonfire) under the Vendor Discussions section. The City strongly prefers that consultants submit questions in Bonfire but will accept questions submitted to the Contract Administrator in email format, as well. To facilitate preparation of responses to questions, please submit questions by no later than 5:00 PM Pacific Time on April 26, 2024.
