REQUEST FOR QUALIFICATIONS #CC2016-003

for

FERC Part 12D Dam Safety 5-Year Inspection – Skagit Project No. 553

The City of Seattle, Seattle City Light Department (“City Light”), seeks to engage a consultant with a firm, with background in Code of Federal Regulations, Title 18, Part 12D to submit a Statement of Qualifications (SOQ) for the Skagit River Project (No. 553). The successful applicant or Independent Consultant (IC) will provide expert technical advice and consultation regarding any actual or potential deficiencies, whether in the condition of the project works or in the quality or adequacy of project maintenance, surveillance, or methods of operation that might endanger public safety. There may be several amendments to the contract executed for these services to support the Skagit River Project (No. 553), South Fork Tolt River Project (No. 2959), and Cedar Falls Project (Washington State Department of Ecology ID No. K108-255). Prior experience on a Federal Energy Regulatory Commission Part 12D Safety Inspection is desired, but not mandatory.

The term of the contract shall begin on the date of execution by the General Manager and CEO of City Light, or designee, and is expected to continue through March 31, 2021. City Light has identified a budget for this first phase to be approximately $300,000.

City Light, may at its option amend the original contract for scope, time, and funding, perhaps subject to the continuing appropriation authority by the Seattle City Council.

The contract that is awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ. An Outreach Plan will be required for the top rated consultant.
